Face Technologies was awarded the contract in 2003 for two years and had the contract extended to 15 years. Paying more than 74M in rent monthly and also getting the yearly turnover which was 50% below the government projections, Face Technologies was always operating in losses forcing the government to finance it though it was a private company.

Upon the expiry of the contract, the government announced that it will not renew its contract but rather issued a short one year contract to allow transition to the new company.
